What we know:
1) A .223 caliber bullet has been used in all known cases. An "American" round.
2) Only one round is fired, always, and generally it's fatal.
3) Witness have reported they "heard the shot fired."
3) Washington DC is the central point. All attacks have occurred in or around it.
4) Multiple vehicles are suspected as get away cars.
5) Initially many attacks happened in a short span of time but now it seems to average to one every two days.
6) Most the victims have been of "color" or with someone who meets that description.

Speculation and thoughts:
The person or group committing these acts is diabolical and galvanized by extremist views. Their motive is to undermine society's faith of security, AKA a terrorist act, for the means of becoming famous, at least in the third person, and/or to promote their ideology. It also gives the perp('s) control over what happens, aka they are playing God, which may mean they have been, in their mind, victimized by someone or society in general, and now they feel it time for the tables to be been turned.

The attacks have been coordinated to elicit the greatest media coverage while minimizing the risk of getting caught. The initial rash of murders occurred when the government had not marshaled the current mobilization of police, FBI agents, and other G-men. The media of course put it as headline news, and now as long as there is a another victim every couple days it will continue to generate fear by remaining a topic of discussion, and reporting. The government on the other hand has an area of 2,500 to 10,000 square miles to patrol with an assassin who determines when, and where to strike.
